Android Pay can't work on this phone

Android Pay needs NFC & Jelly doesn't have it.

I'm not familiar with Android Pay, but doesn't it require NFC? The Jelly doesn't have an NFC antenna, IIRC.

As previously stated, there is no NFC in the phone so it won't work.  Also the phone software hasn't gone through Google CTS testing which means it won't pass the SafetyNet checks.  So even if it had NFC, SafetyNet fails which means Android Pay won't work (This is the error you're getting about possible rooting).
